I hope the irony is not lost when HMSA expresses concerns about a legislative bill designed to pay for and strengthen primary care because it is too hard to implement, but concurrently touts a big-time merger between itself and Hawaii Pacific Health because it will result in increased efficiencies a nd lower costs.
