Winchester Road onramps to northbound 15 Freeway in Temecula closing for ‘smart freeway’ work

The northbound Winchester Road on-ramps to the 15 Freeway in Temecula will be closed overnight in the coming days, as construction continues on the “smart freeway” project that is expected to ease congestion.
The first closure will begin Friday, Feb. 27 at 11 p.m. and last until 7 a.m.
Next week
, the on-ramps will be closed Monday, March 2 through Wednesday, March 4, from 10 p.m. to 6 a.m., according to Riverside County Transportation Commission.
Both the loop and the direct on-ramp will be closed during these times. RCTC’s recommended detour route is Ynez Road to the Rancho California Road on-ramp to the northbound 15 Freeway.
The ramps are part of a Smart Freeway Pilot Project to help traffic flow on an 8-mile stretch northbound from the San Diego-Riverside county line to the 15-215 freeway split in Murrieta.

When completed, sensors will measure traffic speeds and flow at various points along the freeway, which will then adjust timing accordingly at on-ramp meters, according to RCTC. The northbound on-ramps at Temecula Parkway, Rancho California Road and Winchester Road are part of the project.
Construction began in January 2025 and is estimated to cost around $34 million.
Closures and the construction work are subject to change.
