    COLUMBIA, S.C. (WOLO)– Drivers listen up, law enforcement officials say citations will begin Saturday for the Hands Free and Distracted Driving Law. The hands free law took effect back on September 1st, but citations begin February 28, 2026. Columbia Police say for nearly 180 days, law en forcement has issued warnings. Under the law, drivers caught holding a cell phone either in their hand or in their lap, reading a text, or watching videos will be fined $100 for their first offense. Each additional violation in a three-year span would cost $200 and add two points to a driver’s license.
