At 12:58 p.m. on Sunday, the National Weather Service released an updated extreme cold warning in effect until 1 p.m. for Orange, Putnam, Rockland and Westchester counties.The weather service comments, “Very cold wind chills as low as 15 degrees below zero expected.”
