I was dismayed but actually not surprised by the appointment of Molly Miller to the vacant Park City Council seat on Jan. 15. In recent years Park City and Summit County have repeatedly ignored public opinion regarding a variety of issues. This action is but the latest instance in this sorry hist ory. This contrived outcome is very disturbing. Molly Miller was a candidate for Park City Council in the August 2025 primary election. In an eight-person field she finished seventh with 432, or 8.7%, of the votes. Molly Miller was thus eliminated from consideration, as only the top four candidates advanced to the general election ballot. Mayor Ryan Dickey won his seat by the narrowest of margins. Dickey garnered 1,706 votes (50.1%) to his opponent Jack Rubin’s 1,699 votes (49.9%). Only two possible candidates (out of nine final applicants) were eventually put forward by the city council members for the vacancy created by Ryan Dickey’s ascension to mayor: Molly Miller and Jack Rubin.  The four sitting council members split 2-2 on the appointment. Mayor Dickey therefore cast the deciding vote. Ignoring the fact that Jack Rubin only lost the mayoral election by seven votes, Mayor Dickey appointed Molly Miller. I do not mean to disparage Molly Miller in any way or suggest she is incapable of carrying out the duties expected of any council member. Ultimately, it is a matter of representation and the expressed preference of the Park City citizens throughout the 2025 election cycle. Nearly four times as many Parkites voted for Jack Rubin than for Molly Miller.  Shouldn’t Mayor Dickey have considered that Mr. Rubin has a constituency nearly equal to his own? Shouldn’t the concerns of these citizens, which may include issues that Mayor Dickey won’t consider or prioritize, have been a decisive factor in choosing the fifth council member? Mayor Dickey apparently values political expediency and cronyism over the concerns of Park City residents. In effect, 49.9% of Park City voters in the 2025 mayoral election have no representation.
