Jeff Landry has introduced the Whole-of-Louisiana Energy Strategy, a statewide plan aimed at positioning Louisiana as a national and global energy leader. The initiative seeks to align state agencies, local partners, regulators, utilities, and private industry around a coordinated approach to energy development and investment. “Energy has always shaped Louisiana’s economy, and under President Trump’s leadership, it is once again driving America’s future,” Landry said. “With record investment and the creation of high-wage jobs, energy is at the center of Louisiana’s economic momentum.” The strategy identifies eight priorities designed to accelerate investment, promote innovation, and strengthen communities: expanding Louisiana’s industrial base, attracting global investments, developing infrastructure, delivering strategic energy solutions, aligning state services with business needs, bolstering community confidence, fostering energy innovation, and establishing the state as a national industrial leader. State officials said the framework also includes Regional Opportunity Frameworks, which map local infrastructure, workforce, and resources to market demand, providing investors and regional partners with clearer guidance on energy, industrial, and innovation-driven growth. “Our strongest year of economic development results confirmed what happens when vision is matched with disciplined execution,” said Louisiana Economic Development Secretary Susan Bourgeois. “This strategy builds directly on that momentum by aligning regional strengths within a clear, statewide framework for energy investment, innovation, and high-wage job creation.” The strategy builds on ongoing efforts to streamline state government, including LED’s 2025 Strategic Plan, the 9×90 Workplan, and the Department of Conservation and Energy’s new organizational model.
