Chula Vista police said Wednesday they arrested the suspected driver in a fatal hit and run that occurred over the weekend. Police also identified the victim as Ruizhi You, 70. About 5:30 p.m. Sunday, someone reported finding a person — later identified as You — unresponsive on a road in the are a of North Greensview Drive and Park Meadows Road, a residential community west of Otay Lakes. You appeared to have been struck by a vehicle, Chula Vista police said in a news release. Paramedics took her to a hospital, where she died. The department said investigators had “very limited suspect information” to start. “Officers and Traffic Bureau detectives worked tirelessly, canvassing the neighborhood, interviewing nearby residents, speaking with potential witnesses, and searching for available video evidence,” the department said. Investigators were able to develop a description of the vehicle they believed struck You, and then used the Flock Safety automated license plate reader system “to help narrow their search and identify investigative leads.” The investigation led them to the Chula Vista home of Monica Armenta, 46, who police said is believed to have been the driver of the vehicle that struck You. Armenta was arrested Tuesday evening and booked into jail on suspicion of felony hit and run and misdemeanor vehicular manslaughter, the department said.
