In case of a tie
Jan 14, 2026
Ryan Dickey, congratulations on your election as Park City’s mayor — a contest decided by a seven-vote margin after a machine recount. This exceptionally close result underscores the diversity of views in our community and the mandate for leadership that listens to all voices.
Your first sig
nificant action as mayor will involve guiding the appointment to fill the council seat you recently vacated. With 10 qualified residents having applied and public interviews completed Tuesday, the Park City Council — including you as a voting member in the event of a tie vote between four councilors — will make the final appointment on Thursday.
As mayor, you hold a pivotal role in this decision. Your vote may be the deciding one in what could be a closely divided council, giving you unique influence over who joins the body to represent Park City through 2027.
The voters spoke in November: You earned the mayoral seat by the slimmest of margins. But nearly half the electorate strongly supported Jack Rubin, whose campaign emphasized amplifying resident voices, leveraging nonprofit experience, and addressing core community priorities. Appointing Jack Rubin would directly honor that substantial support, creating a council that more accurately reflects the full range of perspectives in Park City rather than concentrating power in one viewpoint/faction.
This is an opportunity to demonstrate inclusive, bridge-building governance right from the outset of your term. By casting your deciding vote, if it comes to that, in support of Jack Rubin, you can show that victory does not mean sidelining differing opinions — instead, it means welcoming them to strengthen our shared future.
I respectfully urge you to use your decisive vote, if the four councilors deadlock at 2-2, to appoint Jack Rubin to the council seat. The community is watching, and this choice will speak volumes about the kind of leadership Park City can expect under your mayorship.
Thank you for considering the full voice of the voters in this important decision.
