Parkites seeking a midterm appointment to the Park City Council will not compete in an election. They will, though, need to craft at least a basic platform as part of the appointment process. The recruitment to name someone to succeed Mayor-elect Ryan Dickey as he ascends from the City Council t o the city’s top political office is underway. The application form that starts someone’s candidacy seeks information about the issues that individual sees as crucial for the community. The answers will eventually provide insight into the agenda of the person who is selected. One of the application questions asks about someone’s three top issues. It seeks information about the platforms of people who may have unsuccessfully campaigned for the mayor’s office or a seat on the City Council in 2025, who are now applying for the midterm appointment. If someone was not a candidate, the question wants them to name the three issues they would “champion if selected to fill the vacant seat.” There is a 200-word limit to the answers. The 16-question application also asks what someone sees Park City as doing well and what the community could improve upon. The City Council hopefuls are asked about a “unique idea” for Park City “that hasn’t been presented before.” The two questions also have 200-word limits. Two other questions appear to be important. One involves someone’s opinion of the municipal government’s role and the other centers on the opinion of the City Council’s role within the government. The question about the City Council’s role is notable, with a recruitment underway for a Park City manager. The City Council does not hold a supervisory role over the rank-and-file staffers, something that instead falls to the city manager. There are occasional rumblings, though, about whether that hierarchy is adhered to at all times. Applications are due by 5 p.m. on Jan. 5. The eligibility requirements are: Maintaining residency within the Park City limits during the City Council term. Being a registered voter in the Park City limits. Having lived in the Park City limits for at least 12 straight months. Having not been declared to be mentally incompetent. Not being a convicted felon. There could be wide interest in the midterm appointment after the City Council election this year drew a large crowd of people with a range of professional backgrounds. There were eight candidates for the two seats that were on the ballot in November. Some of the unsuccessful candidates have indicated they would consider seeking the appointment. There has been little other chatter about potential candidates. The City Council term that is available ends in early 2028. The person who is selected would need to win in the City Hall election in 2027 to retain the seat for a full term.
