A Delaware woman has been arrested and charged after police said she struck two teen girls with a vehicle in a Wells Fargo parking lot and fled the scene. According to the Dover Police Department, the incident occurred around 1:47 a.m. on Saturday, December 20, 2025, in the parking lot of the Wel ls Fargo bank located at 137 South Bradford Street. Upon arrival, police said responding officers found a 13-year-old girl suffering from serious injuries after being hit by a car. A 17-year-old girl was also struck. Both teens were transported to a nearby hospital for treatment. An investigation revealed that Ciara Footman, 30, of Dover, had gotten into an argument with the teens while in the parking lot. She then got into her vehicle and struck both girls before fleeing the area. Police said Footman was then found inside the vehicle on the 200 block of East Street in Camden, Delaware, by the Delaware State Police and taken into custody without incident. Footman was transported to the Dover Police Department for processing and arraignment, according to police.
