Animal rescuers at ACCT Philly said they are providing care after eight newborn puppies were found in a bag inside a shopping cart at a Target store in South Philadelphia on Friday. In online posts from animal rescue groups ACCT Philly and Outcast Rescue, rescuers said the incident came to light after a woman noticed a bag moving in a shopping cart outside of a Target store on Mifflin Street in South Philadelphia on Friday. The woman, rescuers said, brought the puppies, described as being newborns only hours old — “their umbilical cords were still wet,” rescuers said online — to ACCT Philly who then contacted Outcast Rescue for support to take in the puppies. “We will never understand how someone could do this. Had these babies not been crying, they may never have been found,” Outcast Rescue posted online. Rescuers said the animals were warmed up after being found in the cold and there are some medical concerns, but they are hoping the dogs will be able to bounce back with the right care. Outcast Rescue asked that, if anyone knows where the animals came from to contact them, ACCT Philly or the PSPCA Humane Law Enforcement with information.
