Charges filed against man accused of causing deadly Uber crash in Philadelphia

A man has been officially charged after officials said he caused a crash that killed an Uber passenger and injured the driver during a hit-and-run while fleeing from authorities.
Joseph Cini, 35, is facing a number of charges, including homicide by vehicle, driving without a license, and aggra
vated assault.
The incident began on Monday, Dec. 15, 2025, at 7:14 a.m. on the 900 block of North Watts Street when members of the Philadelphia Sheriff’s Office attempted to serve a warrant against Cini for an alleged domestic assault.
Cini then fled the scene in a Nissan Maxima, traveling eastbound on Girard Avenue from Watts Street, police said.
As he drove away, Cini crashed into an Uber, a red Jeep Patriot, according to investigators. Cini then fled the scene on foot northbound on 8th Street.
A 63-year-old woman, identified by police as Angela Cooper, who was a passenger inside the Uber, was pronounced dead at the scene at 7:24 a.m. The Uber driver, Pastor Stephen Thompson, was taken to Temple University Hospital, where he was placed in stable condition.
NBC10 captured the moment that Cini, surrounded by family, walked into Philadelphia police headquarters to turn himself in.
Cini is currently in custody but at the hospital for medical treatment, according to the District Attorney’s Office.
“We want the families and surviving victim to know that our office is doing everything and will continue to do everything we can to get justice,” said Philadelphia District Attorney Larry Krasner.
It’s not clear how fast Cini is thought to have been driving; sources said the cars are still being examined. Cini was not allowed to drive a car; he had no valid license.
Cooper was a long-time employee with PECO, the District Attorney’s Office said, who spent her free time helping the homeless.
Thompson, a part-time Uber driver and local pastor, is still hospitalized. His wife, Jenelle Thompson, told NBC10 that she was on the phone with him as first responders pulled him from the wreck.
“He’s in pain but at least alive,” said Jenelle Thompson.
As for Cini, sources said once all the evidence is examined, more charges could be filed.
