Just over an inch of snow blanketed Central Park in Manhattan Sunday morning, with the first snow of the season causing delays at the city’s airports and a smattering of power outages. Forecasters have predicted up to 4 inches of snow across the city — and highs reaching only the 20s on Monday a nd Tuesday will keep the accumulation from dissolving away. The snow is predicted to taper off by 1 p.m. Planes headed to JFK and LaGuardia are under a “ground stop,” meaning planes are being held at their departing airports, while Newark International Airport is seeing departures delayed nearly three hours.
