The article regarding the Maui Council vote on a short-term vacation rental bill after its first reading again cites Mayor Richard Bissen’s remarks about water shortages being a factor in building low-income housing (“Maui vacation rental bill passes first reading,” Star-Advertiser, Dec. 2).
